中文系统下发命令需要规格限制确认的问题如何解决？

为什么我的分发命令要求不进行能力分析，但当我运行此代码时，它仍然要求我确认是否执行了能力分析。

系统英文时没有确认窗口，中文系统时有确认窗口。 怎么解决，谢谢！
