El gráfico de líneas y las barras apiladas parecen estar en diferentes ejes y (izquierda y derecha). Por lo tanto, podría ayudar a volver a escalarlos para que quede más claro. O podría ser mejor tener el gráfico de líneas en un eje y diferente sobre el eje y para las barras apiladas. También podría ser útil agregar puntos al diagrama de líneas.
Tengo entendido que las etiquetas de valor se colocan "automáticamente" para evitar conflictos con otras etiquetas y elementos gráficos. No sé cómo funciona esto, pero sé que no hay una opción para pedir que las etiquetas se coloquen debajo de la línea, por ejemplo. Puede mover cualquier etiqueta manualmente haciendo clic y arrastrando.
Lo que está viendo es que el gráfico de líneas es esencialmente plano y la ubicación de las etiquetas lo refleja. Entonces, de nuevo, creo que sería útil volver a escalar el eje para el gráfico de líneas para que realmente veas un cambio.
También diría que tener etiquetas para todos los puntos de la línea y todos los elementos es complicado. ¿Realmente necesitas todas esas etiquetas? Creo que probablemente hay mejores formas de presentar estos datos.

No existe un método directo para agregar etiquetas a puntos o curvas en GraphBuilder hasta el momento.
Una solución es agregar un FLOTANTE gráfico de BARRAS a su serie de curvas y active las ETIQUETAS para esa nueva serie de BARRAS. Aún así, en su caso, parece que tiene una estructura de SUPERPOSICIÓN compleja que puede requerir mucha PERSONALIZACIÓN. Por lo tanto, ¿le sería posible compartir la tabla de datos y el script de trazado (datos reales o datos simulados) para ayudarnos a crear el resultado deseado?

Para hacerlo bien, tienes que deshabilitar el cubrir columna:
(en JSL: no use la opción de superposición para este gráfico de barras)

En lugar de repetir la pregunta inicial nuevamente, ¿podría ayudarnos compartiendo una imagen de lo que desea lograr? ¿Dónde desea que se coloquen exactamente las etiquetas?
Entendí que desea tener los valores de % en el gráfico n.° 1 para seguir las barras (similar a las etiquetas en el ejemplo n.° 2, que siguen la línea).

Establézcalo como Promedio y habilite las etiquetas, luego vaya al menú Personalizar y modifique la Proporción de ancho de los gráficos de barras a un número muy pequeño
