Please allow the user to send
dt << Get nonExcluded Rows();
to a data table to get a matrix of all row numbers of non-excluded rows.
Please make the implementation as fast as
dt << Get Excluded Rows();

The fastes single-line command that was posted in the community is almost an order of magnitude slower:
allRows = dt << get rows where( Excluded() == 0 );
