Add legend to Graph Builder output when used with a page variable

When using a page variable in the Graph Builder platform the legend can only be positioned at the top or the bottom.

If you print the output the legend is missing on all subsequent pages except for the first if legend is positioned at the top or missing on the first pages except for the last if positioned at the bottom.
