Create and save custom blocks in RSS

The ability to create custom composite block that can be reused in a fashion similar to the library units in RBD. This has been a request from GE (in JIRA) and ExxonMobil (personal communication).

Thanks for the idea, @DonMcCormack . There are already a couple of JIRA issues related to this, but went ahead and created a new JIRA for this request.
