Staggered Nested Designs

Can anyone offer insight or resources for generating staggered nested designs in the DoE platform?

I've found a bit on their analysis, but not much on generating them.

Thanks to Caleb King & Ryan Lekivetz for a synopsis of current state and potential direction (contents paraphrased):

The closest we currently come is the MSA design platform, which creates balanced nested designs. A user could start with one of those, and then modify the design to be more staggered. One could also export the simulation results from the diagnostics and modify the estimated variances to match the staggered approach. With that done, one could then compute one's own simulation-based diagnostics.
