Need local data filter selections to *not* alter specified y-axis scale min and max in overlay plot

I need to perform a local data filter on an overlay plot but not have y-axis rescale for each filtered value.

I would like the y-axis to remain the same independent of which filtered value is selected even if the range of that data subset exceeds/subceeds the specified plot y-axis Maximum/Minimum.

Try creating the graph in Graph Builder instead.  After graph creation click on the red triangle and select "Lock Scales".
