How to create dashboard in .jrp format without sharing data?

I am working on a dashboard and trying to figure a way of sharing high level survey insights without giving away individual responses.

Any help will be highly appreciated.

Try using a Journal (.jrn) instead.  As you've discovered a JMP report (.jrp) requires that the data be accessible. A Journal does not.
