This looks very similar to a graph we can produce in JMP Genomics. It is a circular genome view but really could be applied to anything that has some sort of relationship. This graph is not interactive like the one you showed however.
I dont think in its current state it is easily portable to regular JMP, but maybe Russ Wolfinger would know better if it is.
It might be more fruitful to probe what they want to do with it.
A lot of times people want a sexy graph, but they don't realize that they are hamstringing their message for the sake of an artsy visual. Many times the sexy graphs really don't communicate things as effectively as simpler ones. With a little work, you could probably get something like a slope chart set up in Graph Builder. It would give similar information and be a lot easier to read.
