how to detach legend into its own window w a scroll bar?

So I've got a LOOONG list of legend items, like 1000+. I'm looking for a better way to access the legend.

on a normal YbyX plot, there's an option to detach the legend to a new window but that instruction is not captured in the script when I inspect it. Running the script for the plot places the legend back 'inside' the graph window, making it unwieldy. 

Any tips?
