Functions to get system time zone

Would like a function to determine the time zone of the system, and whether daylight savings time is active.

This would be very helpful.  I do this using a very kludgy method, but I don't have any thing for daylight saving time though.

UTC_offset = Date Difference( Query( Scalar, "select jmpdate( current_timestamp );" ), Today(), "Hour", "Fractional" );
CurrentTime_UTC = As Date( Today() - In Hours( UTC_offset ) );
