Stepwise - Whole Effects rule --> Model launch does not include terms to maintain heredity

When I have categorical factors with more than 2 levels, I use Whole Effects but then when I go to launch the Fit Model dialogue...I run into issues where my lower order terms are not included.  It does not demo well to have to add all of them back in.  

 

What are others doing?  What am I missing here?

Attached is the data table with the Stepwise model script and screens hot below when you go to Fit Model.

Thanks, Jian! I have always wondered why this is the case.  It is very clunky in my view and does not demo well.

Whole Effects rule doesn't maintain the model hierarchy; only the Combine and Restrict rules do. Do not know why JMP won't enforce it with the whole effects rule.
