Need options menu and toolbar on lots of TKB pages

The options menu and the toolbar are not shown on lots of TKB pages around the Community. For example:

So, my ALLSTAFF message this morning was a bit premature as many of the places that I pointed staff to to subscribe don't have the subscribe option.

@IanAtJMP, can you move this up the priority list, or perhaps show me which tkbpage quilt we should be using on these pages and I'll assign it in Admin?
