As discussed yesterday, TKB pages need the options menu and Create Article button.
I think @JonesieAtJMP found these during the meeting. This is a blocker for @LandraRobertson to create the Getting Started articles in the About the Community category.
@IanAtJMP, can this be pushed early today?
