Build a DOE with the data????  The question is what can you do with the data.  It is certainly not a factorial design and there is no balance.  My suggestion is to do some graphical plots and see if you see anything.  You have provided no information regarding whether the data is of any practical importance (did the response change enough to matter?).  Some simple scatter diagrams may provide some insight.  It is ALWAYS best to plan an experiment.
