Change wording to avoid "private" posts

When starting a new discussion or contributing to the File Exchange there are options for where to post your content.

Many people are confused by this UI and think that there are two sets of options here. As a result they look at the bottom set of choices and think that they want everyone to see it so they choose the last option.

Unfortunately, that results in the content being posted in a users "personal" space instead of the space they originally intended.

We should change the wording on the top and bottom options to help avoid this confusion.

Let's try:

In a Place Post your content to a specific space in the community. Choose your space below.

The JMP User Community Share your content in your personal space. Content in your personal space is not part of any other space and has a limited audience. Only your followers will be notified.

I believe this change would be made in /soy/publish_bar/publish_bar.soy.

I used the Phrase Substitution Rules to do this.

I set publishbar.option.all.helper to the "Share your content in your personal space..." message and publishbar.option.place.helper for the "Post your content in a specific space..." message.

Seems to be in place. It's not localized however.
