GRR on a measurement system_JMP is returning '0.0000000' for Repeatability.

I'm running a GRR on a measurement system and JMP is returning '0.0000000' for Repeatability in the analysis. In addition to Operator and Run, I have an additional factor. If I do not include additional factor, Repeatability, as a Variance Component for GRR is non-zero. Could somebody explain why this happens?
