Fixed #1 tag cloud size, rearranged home page for length

Pushed 20181127 10:12

#1 Tag cloud term was wrong size. Fixed.
Sidebar was too long, leaving lots of white space on the bottom of the main section
1. Shortened cloud to first 10 terms
2. Moved bottom sidebar ad to bottom of main section instead on hp only
3. Reduced top padding before Top Solution Authors list header terms

Minor fix
