Multiple input for Graph Builder

I feel like this is a stupid question, but I'm struggling here. I have two variables: one is counts in defined age categories and the other is a rate per 100,000 population for those same age categories. I want to display the counts as a bar graph and have the rates and their ranges displayed too.
