Enforced? Nonlinear Obj Change Stop Limit

Cannot seem to get my nonlinear fits to obey Stop Limit placed on the Obj Change criteria.

How do I get this to work?

Also, in a script, how do I get the nonlinear fit to Accept Current Solution after it iterates the maximum number of times?
