Assuming you have Tensile Strength in one column, and Cotten Percentage in a second column, you can use
Graph==>Graph Builder
to plot one by the other, and then in addition to the scatterplot of data, you can right click on the chart, and specify to add a line, and then Standard Error Bars can be added to the chart
