Nonlinear Disallowed Combinations for DOE

I am building a DOE with a very tight constraint.

 

My factors are:

Ta and Tc which can vary from 1-1000

Ia which can vary from 3-5

Ic which can vary from -3-0

 

My constraint is that

((Ic*Tc)+(Ia*Ta)/(Tc+Ta) ==3.

 

Is this possible? If so, how can I script this?

Value = (Ta * Ia + Tc * Ic) / (Ta + Tc);
