cutoff = 2; columnList = {:Column 1, :Column 2, :Column 3}; If(Minimum(columnList) < cutoff, Minimum(columnList), cutoff)
Where cutoff is the cutoff value the minimum has to be less than and columnList is a list of columns. Here Column 4 will be the minimum value of column 1, 2 or 3. If none of them are less than the cutoff, then column 4 will be equal to the cutoff for that row.
If this doesn't work you will need to expand upon what you are looking for. Your question is pretty vague.
